SİNAN ÜLGEN Chairman of the Board

Sinan Ulgen graduated in 1987 from the University of Virginia with a double major in computer sciences and economics. He undertook graduate studies at the College of Europe in Brugge, Belgium where he received, in 1990, a master’s degree in European economic integration. He then joined the Turkish Foreign Service as a career diplomat and worked for two years at the Ministry of Foreign Affairs in Ankara at the United Nations desk. In 1992, he was posted to the Turkish Permanent Delegation to the European Union in Brussels where he became a member of the Turkish negotiations team for the Turkey-EU Customs Union.  In 1996, Ulgen was posted to the Turkish Embassy in Tripoli where he spent the rest of the year.  Upon his return to Ankara, Mr. Ulgen resigned from the Foreign Service and started his consultancy practice. He is the author of numerous publications including a book entitled “The European transformation of modern Turkey” co-authored with Kemal Dervis in 2004 and a recent book entitled “Handbook of EU negotiations”. He is a regular contributor to Turkish dailies and his opinion pieces have also been published by international media such as The International Herald Tribune, Financial Times, The Wall Street Journal, European Voice and Le Figaro as well as think tanks such as the World Economic Forum, Center for European Reform, Center for European Policy Studies and the Atlantic Council of the US. A founding partner of Istanbul Economics, he is also the chairman of the think tank Center for Economics and Foreign Policy Studies.

MİTHAT ÖZBEK Vice Chairman

Mithat Özbek graduated in 1988 from the economics department of the Hacettepe University in Ankara. He then attended the University of Indiana and received his MBA in 2000 from the joint program of the Istanbul Technical University and Exeter University. He started his professional career at Sogut ceramics in the export department of the company. He became a Deputy Director General at Puccinelli, a company operating in the food and beverage industry and then the managing director of the UK based paper and packaging company David S. Smith in Turkey. He worked for 10 years for David S. Smith in this capacity. Following the acquisition of the local branch of the company by Sabanci/International Paper owned Olmuksa, he joined the senior management of Olmuksa. He is a member of several NGOs. 


Dr. Ahmet K. Han is with the faculty of International Relations at Kadir Has University in Istanbul. His research interests are strategic thinking, negotiations and foreign policy analysis. Dr. Han holds a B.A. in economics and international relations, an MA on political history and a Ph. D. on international relations from the Istanbul University and has studied negotiations in Harvard. He has been awarded a “Young Leaders of Europe” grant on U.S. Foreign policy by the Department of State of the U.S.A. and has been an observer for NATO on the state of the NATO/ ISAF Operation in Afghanistan twice, in 2005 and 2011. He has published extensively on Afghanistan, geo-strategy of energy politics, US Foreign Policy and Turkish foreign policy. Dr. Han has worked as a columnist in Turkish dailies Radikal and Referans. He is also the chief editorial advisor of the Turkish edition of the New Perspectives Quarterly. Dr. Han has extensive experience as an adviser and consultant to private sector in the field of strategic business development and negotiations. He has also served as the International Relations Advisor for Turkish Exporters Assembly, the umbrella organization of Turkey’s exporting industries between 2003 - 2006. He has lectured for and held academic posts in Istanbul University, Bilgi University, İstanbul Commerce University, Turkish Armed Forces (TAF) War Academy (Staff College) and Air Force War College. From 2005 to 2008 Dr. Han was responsible for structuring and teaching of the "International Negotiation Strategies" course module for TAF, a must course for all senior officers assigned to international military postings including NATO. He has also served as a visiting scholar in University of St. Andrews’s Center for Syrian Studies in Scotland in 2011.

CAN SELÇUKİ General Manager

Can Selçuki holds a BS degree in Industrial Engineering from Bilkent University and a MSc degree in Economics from University Bocconi. Before co-founding Istanbul Economy, Can worked as an economist at the World Bank Ankara Office for 4 years, working both with the public and private partners in private sector development. His work at the World Bank focused on regional development, competition and innovation policies. Prior to working at the World Bank, Can worked as an economics researcher at the Brussels based think tank the Centre for European Policy Studies (CEPS) for three years. He is the author of several papers and reports on trade competitiveness, regional development and innovation policy in Turkey.

ÖZGEHAN ŞENYUVA Academic Consultant

Having completed his Bachelor’s and Master’s studies at the Middle East Technical University, Özgehan Şenyuva has received his PhD from the Center for the Study of Political Change at Universita Degli Studi di Siena. He wrote his PhD thesis on EU-Turkey relations, titled Turkish Public Opinion and the European Union: Determinants of Turkish Public. His main research interests include public opinion studies, EU enlargement and integration, Turkey’s accession to the EU, and research methodologies. Fluent in Italian and English with an intermediate knowledge of French, he is currently working as an Associate Professor at METU. His ongoing research activities include areas such as European citizenship, Turkish elite perspectives on European integration, and political, bureaucratic and economic elites.

ARHAN S. ERTAN Academic Consultant

Arhan S. Ertan has graduated from Boğaziçi University with a Bachelor’s degree in Economics. He holds two MA degrees in Economics from Boğaziçi University and Brown University. He continued pursuing higher education at Brown University where he obtained his PhD in Economics. After graduation, he held various positions at research universities in Turkey and the United States and had full-time faculty positions at Babson College, Tufts University, Boston University and New York University. His research interests include economic development, finance, international trade, and behavioural economics. His work has been published in notable academic journals including the European Economic Review, earning his publication the “Most Cited Article Award.” He also organised international and Istanbul-based workshops, such as the All-Istanbul Economics Workshop and Institutional Aspects of Banking and Finance. He is currently working as a visiting assistant professor at Brown University, teaching courses on statistics and econometrics.

TUBA AYAZ Research Coordinator

Tuba Ayaz has graduated from Gazi University with a Bachelor's degree in econometrics. After graduation, she worked as a Content Manager and Consultant at digital agencies for a while. Since 2013, she has been serving as a Public Opinion Researcher and Analyst for notable research companies across Turkey. In 2016, she received training on Data Journalism as part of a project organized by the Freedom House. She continues working on her "EU and Immigration" themed Master's thesis at the European Union Institute of Marmara University. 

CEYLAN İNAN Key Account Manager

Ceylan İnan completed her Bachelor’s degree in Political Science with a regional concentration on the Middle East from Sciences Po Paris, in 2016.  Her dissertation scrutinized mechanisms and approaches to creating sustainable inter-group dialogue for the purpose of conflict prevention. During her degree, she spent one year in the School of Business and Economics of Maastricht University, focusing on development economics, emerging economies, forecasting and the political economy of globalisation. A speaker of seven languages including French and Arabic, she has previous professional experience in the realms of digital strategy, political campaigns, foreign policy, judicial reform, and forecasting and risk analysis. 


Mert received his Bachelor's degree from the University of Virginia on Economy and Political Sciences. He concentrated on international economics, Middle East politics as well as U.S – Russian relations during his years at Virginia. He has written various reports on subjects such as “How domestic lobbying affects the U.S foreign policy decisions”, “Focus group analysis on the ethical challenges of the Syrian refugee crisis” as well as “The socio-economic differences of ethnic terrorism from governments’ perspective”. After working in the finance sector for more than a year on Corporate Finance and Debt Capital Markets departments, he joined Istanbul Economy in September 2018.
